For a long term solution I realy recommend you to either fork the module on Github, or contact the module developer (I know, that he is currently rewriting the module due to some uncompatibilities with wounderground)

MMM-NOAA
is currently reworking the module. You may contact him and request a full translatable config. -

pm2
you can just enterpm2 restart MagicMirror
, a reboot will do the same, but takes longer. -
