Well, windows 10 can be installed on a USB but you need to google it.
If you just want the Magic Mirror application on a UsB stick then put it in a folder named MagicMirror on your stick and adapt the command line/batch script accordingly.

1. Run node serveronly via autostart so it runs in the background
2. Use https://github.com/cwc/web-page-screensaver/releases and point to http://localhost:8080

I don’t have it on any device running chrome (ipad, Android phone, windows 10)

Could you check your browser console for errors?

That’s how javascript works. A string is always true, so 'true' is true, 'false' is also true, true is true and even 'MagicMirror' is true. Only false is false

Please note it is true and false and not 'true' and 'false'
